This 9 months programme is provided by the International Institute for Educational Planning of UNESCO (IIEP) and organized annually, from September to June, at IIEP, Paris, France. Training is conducted in English and French.

It constitutes a comprehensive training programme for practitionners, leading to a professional Master in educational planning and management.

The programme is addressed to practitioners actively involved with the preparation, adaptation and implementation of educational policies, plans and programme.

The programme includes a one month in country phase, a first semester to acquire core competencies in education planning and management, a second semester composed of specialized courses, and the preparation of a memoir on a specific issue.

Participants are assessed regularly through tests, group work and individual assignments used for the validation of credits within the IIEP's Master and Diploma scheme.

Participants are trained to projections techniques during the first semester and can opt for a specific specialized course on building simulation models during the second semester.

During the first Semester, Projection techniques are taught in order to enable participants to understand the techniques and be able to use them. They have to develop practical projection work on enrolment and resources as a group work.

The specialized phase (2nd semester) of the IIEP’s Advanced Training Programme (ATP) includes a 2 weeks course on Projections techniques and simulation models. This course is organized annually, usually in February-March, at IIEP, Paris.
It aims to enable participants to construct and maintain projection tools, adapt to various types of situations, and be aware of the various factors influencing such projections.

The learning objectives are to develop technical abilities and autonomy for making projections, building and maintaining simulation models. The purpose is not to train for the utilization of an existing model. However the various UNESCO simulation models are introduced to the participants.

Training is delivered mainly through practical exercises.
Each participant has a computer and to do practical individual work. Teachers are providing regular guidelines and feed-back to the group and ensure constant individual tutoring, checking and advising.

In addition to the training, participants are given a practical individual assignment, used for evaluation and delivery of credits with the IIEP's master scheme, but also being a practical projection work. Being less guided than the class work, it helps in developing self confidence and autonomy.

It aims to enable participants to construct and maintain projection tools, adapt to various types of situations, and be aware of the various factors influencing such projections.
